Now, it should be said that public garbage cans are almost nonexistent in Korea. But, should that really give folks a green light to make their own country look like a shit-heap? Nope, but take my opinion with a grain of salt, as I'm just an ignorant outsider who 'doesn't understand Korean culture'.
